About the Project
Welcome to the Napa County Regional Climate Action and Adaptation Plan (RCAAP) website! The RCAAP planning process will help develop actions that will serve as a roadmap to reduce greenhouse gas (GHG) emissions and climate vulnerabilities, advancing the region’s sustainability and resilience goals.
Who is spearheading the RCAAP?
The RCAAP is a collaborative effort led by multiple jurisdictions, including the County of Napa, the Cities of American Canyon, Calistoga, Napa, St. Helena, and the Town of Yountville. Together, they have partnered to leverage resources and promote engagement to advance climate action and adaptation in the Napa region.

Goals for the RCAAP
- Establish a framework for reducing emissions and implementing climate adaptation measures.
- Identify specific strategies regarding transportation, energy usage, land management, and waste disposal to meet greenhouse gas emission reduction goals.
- Collaborate with Napa residents to identify priority areas and actions, leveraging community strengths throughout the planning process.
- Promote inclusive engagement throughout the region.

Greenhouse Gas Emissions Inventory
